In this chapter, it is proposed to develop a novel framework for quantifying learning cultures with integration of mathematical modeling and artificial intelligence. The aim of learning culture is to present it as a measurable organizational phenomenon based on characteristics such as leadership, engagement, knowledge flow and innovation. By developing A Learning Culture Index (LCI), systematic and quantitative evaluation of learning environments are provided. The theoretical framework integrates aspects of organizational learning and computational methods as models of organizational performance and learning culture. This framework is strengthened by the use of artificial intelligence technologies and their predictive, diagnostic, and optimization functionalities. The suggested approach provides a scalable, data-based system for evaluating, monitoring and enhancing learning culture and helps to sustain and enhance organizational excellence, innovation and adaptability and sustainable development.
