Source abstract

The study examines how financial instruments relate to energy-sector transformation in Central and Eastern European EU countries and Ukraine. Attention is focused on public expenditure, energy taxation and targeted support for renewable energy. The results show that the scale of fiscal intervention alone does not provide a stable indication of progress in renewable electricity development. For Ukraine, the findings likewise suggest that the amount of public financing is less informative than the design and coverage of support mechanisms. The study therefore emphasizes the importance of considering the architecture, targeting and implementation of financial instruments when assessing energy-transition policy. The conclusions may be useful for improving monitoring frameworks and for shaping financial support for Ukraine’s energy-sector reconstruction.
