Inclusive education has emerged as a central pillar of educational reform in India, particularly in the context of equity, social justice, and sustainable development. The present study examines the evolution, implementation, and impact of inclusive education policies in India, with special reference to lifelong learning innovations introduced in recent decades. Drawing upon policy analysis and secondary data sources, the paper critically analyses major legislative and policy frameworks such as the Right of Children to Free and Compulsory Education Act (2009), the Rights of Persons with Disabilities Act (2016), and the National Education Policy (2020). The study explores how these policies conceptualize inclusion in terms of access, participation, equity, and quality for marginalized groups, including children with disabilities, socio-economically disadvantaged communities, Scheduled Castes, Scheduled Tribes, minorities, women, and adult learners. The research further investigates emerging lifelong learning innovations—such as open and distance learning systems, digital learning platforms, community-based skill development programmes, vocational integration, recognition of prior learning, and flexible multi-entry–multi-exit systems—that aim to extend educational opportunities across the lifespan. Special emphasis is placed on technology-enabled learning, digital initiatives, and institutional reforms that promote continuous educational engagement beyond formal schooling. Findings indicate that while India has established a comprehensive policy architecture supporting inclusive and lifelong education, significant challenges remain in the areas of infrastructural disparities, teacher preparedness, digital divide, monitoring mechanisms, and regional variations in implementation. The study highlights the need for stronger inter-sectoral coordination, capacity-building initiatives, community participation, and evidence-based policy evaluation. The paper concludes that the integration of inclusive education principles with lifelong learning innovations holds transformative potential for advancing social justice, human capital development, and sustainable national progress in India.
