The increasing sophistication and frequency of cyber threats in complex enterprise environments necessitates proactive approaches to cybersecurity. Adversary simulation, encompassing techniques such as red teaming, attack emulation, and threat scenario modeling, provides organizations with actionable insights into vulnerabilities, control effectiveness, and operational resilience. This study proposes a comprehensive framework for designing adversary simulations that are structured, repeatable, and aligned with organizational risk management objectives. The framework integrates threat intelligence, attack path modeling, system architecture analysis, and behavioral analytics to enable organizations to anticipate and mitigate potential cyberattacks before they occur. Key contributions include a systematic method for mapping threat vectors, designing attack scenarios, and prioritizing defensive investments based on quantified risk exposure. Scenario-based validation demonstrates that implementing the proposed framework enhances situational awareness, supports continuous improvement of defensive measures, and provides measurable benefits in risk reduction, resource allocation, and incident response readiness. The study concludes that organizations adopting structured adversary simulation frameworks can significantly improve proactive cyber defense capabilities, particularly in environments characterized by complex interdependencies, regulatory constraints, and rapidly evolving threat landscapes
