This paper examines how contextual problems and mathematical modelling can be combined to develop mathematical functional literacy among students in grades 7–9. It aims to design an instructional approach that connects understanding a real-life situation, formulating a Zamonaviy jamiyat va innovatsiyalar ilmiy nazariy jurnali 2026-yil, 9-Son, 1-Qism. ISSN 3060-544X mathematical model, carrying out calculations, and evaluating the result in its original context. The study uses thematic analysis of the OECD PISA mathematics framework, Uzbek scholarship, and international empirical research, followed by didactic task design. It proposes a four-stage lesson structure, criteria for selecting contextual tasks, and five indicators for assessing student work. An original example comparing monthly transport costs demonstrates the modelling process. The proposed framework is a theoretical and methodological outcome; its effects on learning have not yet been tested in a classroom intervention. It supports assessment of assumptions, explanations, and justified decisions alongside numerical accuracy.
