Source abstract

The article presents an improved mathematical model for optimizing transport and technological schemes for petroleum product delivery under martial law conditions in Ukraine. The proposed model is based on linear programming methods and is aimed at determining the most economically efficient transportation option while ensuring compliance with supply and demand constraints. Unlike traditional transportation models, the developed approach considers the capacity limitations of border crossing points, the distribution of consumer demand, transportation costs, delivery time, and the technological features of alternative logistics schemes. Two transportation options are analyzed: railway transportation in tank wagons with subsequent transshipment into road tankers, and multimodal transportation using ISO tank containers. A computational experiment was conducted for the delivery of 1,000 tons of unleaded motor gasoline from five western border crossing points of Ukraine to seven final consumer locations. The optimization model incorporates transportation costs, transshipment operations, terminal handling expenses, and time parameters associated with each delivery scheme. The obtained results demonstrate that the multimodal transportation scheme based on tank containers provides the lowest total logistics costs compared with conventional railway solutions. The economic efficiency of this technology is achieved through the reduction of intermediate handling operations, improved utilization of transport resources, and increased reliability of supply chains. The proposed approach also contributes to improving the safety of hazardous goods transportation by reducing the number of product transfers and minimizing the risk of emergency losses. The developed mathematical model can be applied as a decision-support tool for planning petroleum product transportation, selecting rational logistics routes, and increasing the resilience of fuel supply systems under conditions of disrupted transport infrastructure and elevated logistical risks.
