Source abstract

The article is devoted to the analysis of financial support for the innovative development of public sector enterprises in the oil and gas sphere under the conditions of the global energy transition and martial law. In recent years, a complex financial situation has emerged in the analyzed sphere, with its main characteristics being highly volatile profits due to infrastructure destruction and a deficit of internal funds for equipment modernization. In the presented material, a system of coefficients for autonomy and institutional capital attraction is applied to evaluate the investment capacity of companies. The impact of new environmental tax rates in Ukraine on changing the financial priorities of oil and gas enterprises is investigated. The main international models of financial support for decarbonization (the USA, Norway, the UK, and China) are reviewed, and the ways of their adaptation in Ukraine are identified to attract foreign investors and fulfill the goals of the Energy Strategy.
