Source abstract

Tol's “Climate Determinism Reborn” makes an intellectually stimulating contribution to the debate on how climate change and climate policy shape long-term economic trajectories. By revisiting the concept of climate determinism and applying it to contemporary climate economics and governance, the paper explores a conceptually generative line of inquiry that has been relatively underexplored in the scholarly literature. This commentary engages supportively with the approach while highlighting three areas where there is further scope to strengthen the argument: improved substantiation of its central evidentiary claim, greater reflection on the political-economic assumptions underpinning its reassurances about policy ambition, and a more nuanced analytical treatment of low-income countries, which appear prominently in the article's data but receive limited attention in its conclusions. Taken together, these observations suggest that a more differentiated reading of climate determinism, one taking seriously the asymmetry between higher-income and lower-income country contexts, would considerably enrich the paper's contributions.
