The paper examines foreign approaches to formation of energy transmission and process connection tariffs, including their differentiation between transmission and distribution net- works, and between energy consumers and producers. Based on the results of studying the documents of regulators, system operators, and reports of international organizations, three mod- els were defined – zonal market-based, hybrid, and centrally-ag- gregated, and their impact on integration of distributed genera- tion and the efficiency of network operations is shown. Based on the energy–cost allocation model (developed at the Ural Federal University), a tariff diff erentiation model for Russia is proposed that promotes the well-balanced grid development and reduces the costs of grid companies.
